The datamined effect allows a player to restore their health and action points (AP) fully with every critical hit. That essentially means unlimited health and AP regeneration, turning any weapon with this perk into a tool for near-invincibility, especially for builds that frequently land critical hits in VATS (Vault-Tec Assisted Targeting System).
